AFFILIATE MEMBERSHIP

Preamble

Affiliate Membership of the International Super-Cricket Committee is the induction level for a country wishing to participate in world super-cricket. As such it seeks to encourage the National Association for super-cricket in that country to develop the game further and particularly to encourage the indigenous population of that country to participate.

The criteria for Affiliate Membership are deliberately not excessively demanding. This is in recognition of the fact that the National Association will have few resources and little funding with which to develop super-cricket. However the criteria will require that a meaningful level of super-cricket is being played.

New countries seeking to become Affiliate Members may approach the ISCC Regional Development Officer or ISCC office who will advise that country on what is necessary to become an Affiliate Member.

Playing

1 Super-Cricket must be played in accordance with the Rules of Super-Cricket (the copyright of which is vested in the International Non-Olympic Committee (INOC).

2 There must be a minimum of four (4) senior teams playing in a structured competition. A total of at least six (6) competition matches must be completed in a playing season and each team must play in at least one (1) of these matches.

3 The applicant body must be able to field a national senior team.

Administration

1 The applicant association must satisfy the ISCC that it is the sole recognised governing body for super-cricket in the country. This may be achieved through recognition by the National Sports Ministry, or if that is not possible by some comparable method.

2 The applicant association must have a formal written constitution. A copy of this constitution must be submitted in English.

3 The association must have a suitable administrative structure including

1. Designated secretary

2. Designated phone, fax and email contact details Facilities

4 The applicant body must have access to at least one super-cricket ground on which competition matches are played.

Finance

1 The association must submit annual accounts for the year immediately preceding application and for every year thereafter.

Application Process

1 Prior to submitting an application, the National Association must arrange for the ISCC Regional Development Chief or ISCC appointed representative to visit the country and submit a report to the ISCC Development Chief or ISCC office and the relevant Regional Association with a recommendation as to whether that the applicant body meets the necessary criteria for membership.

2 This recommendation must be approved by the ISCC Development Chief or ISCC office and the relevant Regional Association (or a Member in the region should there be no Regional Association).

The country must then submit a formal application as follows

1. Addressed to the ISCC Chairman and copied to the Development Chief

2. Submitted by before March 31st for consideration at the ISCC Executive Committee in May the following year

3. Containing a letter from the Regional Association (or a Member should there be no Regional Association) proposing the country.

4. Containing the inspection report from the Regional Development Chief

5. Containing a copy of the constitution in English

6. Containing full contact details for the National Association including designated Secretary.

7. Containing a copy of the annual accounts for the last year of operation.

3 The application, together with the recommendation from the ISCC Development Chief, will be placed before the next Annual Committee, in case of emergency, application can be moved before the first founders. Should the application be successful the association will simultaneously become a member of the ISCC and the relevant Regional Association.

Review Process

1 A National Association's status as an Affiliate Member can be reviewed at any time by either their Regional Development Chief or the ISCC Development Chief or any appointed representative of the ISCC..

2 Should the review indicate that the National Association no longer meets all Affiliate Membership criteria, the ISCC Development Chief shall present a paper to the Executive Committee highlighting the areas in which the National Association fails to meet these criteria.

3 The Development Chief shall consult the relevant Regional Association and inform them of this action. The Regional Association shall have the opportunity to also submit a paper to the Executive Committee.

4 The Executive Committee may, at their absolute discretion, recommend that the country's membership status be reviewed at the Annual Conference.

5 At the Annual Conference the National Association's membership status shall be reviewed. A representative of the National Association shall have the right to speak at the Annual Conference.

6 If the Annual Conference believes the National Association does not meet the necessary criteria for Affiliate Membership it shall give the National Association 12 months to remedy any defects.

7 If at the next Annual Conference any defects have not been remedied the Annual Conference may vote to remove Affiliate Membership from that National Association.

8 The First Founder Members of ISCC and INOC can grant affiliate membership in full of their satisfaction and meets the above criteria or paper guarantee/assurance from the National Association.

Membership Rights, Privileges and Liabilities

1 The right to compete in ISCC regional tournaments designed for Affiliates, subject to compliance with tournament eligibility guidelines.

2 The right to apply for project based financial assistance under ISCC Development Program.

3 No rights to

1. receive notice of or to attend or vote at any meeting (save to receive notice of and the agenda for (but not any addition or amendments to any agenda) conference or special meeting)

2. propose or second resolutions for any meeting

3. take part in any business of the Committee

4. receive the minutes of any meeting (save for the minutes of Conference and special meetings)

ASSOCIATE MEMBERSHIP

Preamble

Associate Membership of the International Super-Cricket Committee is the intermediate level of ISCC membership in world super-cricket. As such it is awarded to a country that has developed the sport significantly beyond the levels required for Affiliate Membership.

Associate Membership carries with it both funding and voting rights. Therefore the criteria for admission to Associate Membership are to be strictly observed. Should an existing Associate Member no longer be able to meet the criteria its membership classification shall be reviewed.

Playing

1 The applicant will be expected to have played a range of international fixtures over the preceding two years under ISCC eligibility rules, and the results of these fixtures will be taken into account. In general there should be a super-cricket history in the country and the game should be played at a level at least comparable to the bottom grouping of existing Associate members.

2 There must be an established senior club competition in existence. This club competition should include a minimum of eight (8) senior teams. Written records of competition over the preceding 3 years will be required.

3 There must be an established junior competition (either club or school based) in existence. This competition should include a minimum of eight (8) junior teams. Written records of competition over the preceding 3 years will be required.

4 The country must be able to participate in ISCC and regional tournaments with players who conform to the ISCC player eligibility criteria.

5 The country must be able to field an Under 19 team that meets ISCC player eligibility criteria.

Administration

1 The applicant must be an existing Affiliate Member of the ISCC and meet all the criteria required of Affiliate members. (In special circumstances the Chairman may grant dispensation for a new nation to apply for Associate Membership directly without being an Affiliate Member).

2 The applicant body must have a designated office incorporating

1. At least one Full Time Administrator (Secretary, Executive Officer, etc) or sufficient part time staff that the office is operational during working hours.

2. Dedicated phone, fax and email addresses.

3 There must be a written National Development Plan approved by their Regional Development Chief.

Facilities

1 Ground facilities should be of a standard similar to those of other Associate Member countries with a minimum of four (4) operational grounds available and being used in competition matches.

Finance

1 The applicant must provide audited annual accounts for last three (3) years that have been presented to and accepted by the membership.

Application Process

1 Prior to submitting an application, the applicant National Association must arrange for the ISCC Regional Development Chief to visit the country and submit a report to the ISCC Development Chief and the relevant Regional Association (or Member should there be no Regional Association) with a recommendation as to whether the applicant body warrants an official inspection.

2 This recommendation must be submitted to and approved by the ISCC Development Chief and the Regional Association (or a Member in the region should there be no Regional Association) by May 31st.

3 Upon approval an inspection visit by one of the Associate delegates to the Executive Committee or Executive Committee Member of the INOC (from a neutral region), and the ISCC Development Chief, will be arranged to the country applying for membership. This inspection shall take place between January 1st and April 30th the following year or in special case first founder can grant permission for inspection at any time.

4 Prior to the inspection taking place the Association shall submit an official application to the ISCC Chairman containing a detailed summary of current operations, super-cricket history, association finances etc. A standard pro forma will be available outlining required contents for the official Associate membership application.

5 The cost of the inspection visit will be charged to the development budget of the region in which that country is a member.

6 The inspection report may make one of the following recommendations

1. Admission as an Associate Member at the next Annual Committee Meeting

2. Application deferred until a series of improvements (to be detailed in the report) are put in place to meet criteria.

3. Application rejected.

7 The recommendation, together with the official application and inspection report, will be placed before the next Annual Committee Meeting.

Review Process

7 If at the next Annual Conference any defects have not been remedied the Annual Conference may vote to remove Associate Membership from that National Association and reclassify them as an Affiliate Member.

3. take part in any business of the Committee

4. receive the minutes of any meeting

3 Right to participate in ISCC tournaments, subject to compliance with tournament eligibility guidelines.

4 The right to apply for project based financial assistance under ISCC Development Program.

ONE DAY INTERNATIONAL SUPER-CRICKET (ODISC) STATUS

Preamble

ODISC status is not an ISCC membership category, but rather a sub-category of Associate Membership. ODISC status was created to provide a vehicle by which leading Associate Members could play official One Day International Super-Cricket matches against Members in order to better equip them to apply for Membership at the appropriate time.

The criteria for ODISC status are extremely demanding and ODISC status will only be conferred when the applicant country has a history of excellence in both playing and administration. As a precondition the applicant must be a leading Associate Member and meet all the criteria of Associate Membership.

Playing Standards

1 The applicant must have a proven playing record against the other Associate Members over a minimum of the preceding six years that would clearly place it in the top five associates in terms of senior playing strength throughout that period.

2 The applicant must have a recent playing record over the last three years against the other Associates that would clearly place it in the top two associates in terms of playing strength.

3 The applicant must have had some recent exposure to Member One Day Super-Cricket through one or more of the following

1. Participation in ISCC World Cup

2. Participation in ISCC Champions Trophy

3. Participation in Member Domestic ODISC Tournament

4. Participation against Member A Teams

5. Participation in regional tournaments involving Members

and the results of such participation must be such as to indicate that the granting of ODISC status would not significantly devalue world ODISC results and statistics.

4 The applicant must have an Under 19 representative team with a playing record over the last six years that would place it in the top ten Associates in playing strength.

Administration

1 The applicant must have a dedicated office incorporating

1. Full Time President / Executive Officer

2. Full Time Secretary

3. Full Time Development/Operations Chief

4. Full Time National Coach

5. Dedicated phone, fax and email addresses.

2 The applicant must be able to demonstrate sufficient governmental recognition and support of super-cricket to facilitate the hosting of future ODISC fixtures.

3 The applicant must either currently contract their national team players or be able to demonstrate that they will be able to do so upon granting of ODISC status.

Finance

1 The applicant must have audited annual accounts that have been presented to their membership for the last ten years. These accounts over the last five years must demonstrate a sound financial position.

2 The applicant must have a Business Plan that demonstrates a sustainable commercial operation and significant income streams from sources other than ISCC in the future.

Facilities

1 The applicant must have at least one ground that meets the ISCC standards required to host an ODISC.

Application Process

1 Prior to submitting an application, the ISCC Regional Development Chief shall submit a report to the ISCC Development Chief, and the relevant Regional Association, with a recommendation that the applicant body warrants an official inspection.

2 This recommendation must be approved by the ISCC Development Officer, ISCC Director Super-Cricket Committee and the relevant Regional Association (or a Member in the region should there be no Regional Association).

3 Upon approval of this recommendation the Association shall submit an official application to the ISCC Chairman containing a detailed summary of current operations, super-cricket history, association finances etc. A standard pro forma will be available outlining required contents for an ODISC application.

4 Upon receipt of this application a rigorous procedure will be put in place to ensure the applicant meets all requirements. This procedure will involve two stages

a. ISCC Management will ensure that the applicant meets all administrative, playing and financial criteria.

b. An inspection team comprising the ISCC Director Super-Cricket Committee, the ISCC Security Chief and a member of the ISCC Executive Committee will conduct an inspection visit to view facilities and overall super-cricket infrastructure.

5 The cost of the inspection will be charged to the development budget of the region in which that country is a member.

6 The inspection report may make one of the following recommendations

1. Admission as an ODISC at the next Annual Committee Meeting

2. Application deferred until a series of improvements (to be detailed in the report) are put in place to meet criteria.

3. Application rejected

7 The recommendation, together with the official application and inspection report, will be placed before the next Annual Committee Meeting.

5 At the Annual Conference the National Association's membership status shall be reviewed. A representative of the National Association shall have the right to speak at the Annual Conference.

6 If the Annual Conference believes the National Association does not meet the necessary criteria for Associate Membership it shall give the National Association 12 months to remedy any defects.

7 If at the next Annual Conference any defects have not been remedied the Annual Conference may vote to remove ODISC status from that National Association.

Membership Rights, Privileges and Liabilities

1 All the rights and privileges of an Associate Member.

2 ODISC status for all ODISC fixtures played against other countries holding ODISC or Member status.

3 Development funding and assistance under the ISCC & INOC Program.
